Phil Basso is VP of Strategic Mobilization for the American Public Human Services Association (APHSA), with responsibility for APHSA's Build and Connect efforts with and for its members.
This responsibility includes the association's Organizational Effectiveness (OE) consulting practice, which Phil founded and has been developing since his arrival in 2003. OE has been formally evaluated, with strong linkages found between using its tools and facilitation methods, sustaining organizational changes, improving organizational functioning, and improving service and impact on those served.
Phil recently co-led an unplanned teen pregnancy reduction institute for six counties in California, and is facilitating movement through the HHS Value Curve in a variety of communities. He recently collaborated with the University of Minnesota and six agency teams to create an e-learning case on Value Curve progression. Phil presented on Value Curve progression efforts in the US, at the European Social Network's 2017 conference in Malta. Phil has developed a model for the process and stages of field transformation and a unifying model of the underlying factors for executive functioning, resilience and adaptive leadership.
Phil worked for 15 years in various HR and general management roles for Fortune Global 500 companies, including Citigroup's investment bank and leasing divisions, the Frito Lay division of PepsiCo, and the LexisNexis division of Reed Elsevier.
Phil earned his BA in Sociology from SUNY at Binghamton, his MILR from Cornell University, and was a doctoral candidate in Educational Planning, Policy and Leadership at The College of William and Mary before joining APHSA.
