
Phil Basso is Deputy Executive Director of The American Public Human Services Association (APHSA), with responsibility for APHSA's technical support and knowledge management activities, including the association's National Collaborative for the Integration of Health and Human Services, as well as APHSA's Organizational Effectiveness (OE) consulting practice, which Phil founded and has been developing since his arrival in 2003. In addition to his management and consulting roles, Phil has also developed a model for the process and stages of field transformation and a unified model of the capacity drivers for executive functioning, resilience and leadership. Phil previously worked for 15 years in various HR consulting and general management roles for Fortune Global 500 companies, including Citigroup's investment bank and leasing divisions, the Frito Lay division of PepsiCo, and the LexisNexis division of Reed Elsevier. He earned his BA in Sociology from SUNY at Binghamton, his MILR from Cornell University, and was a doctoral candidate in Educational Planning, Policy and Leadership at The College of William and Mary before joining APHSA.
