Peter Kelly is the Chief Deputy Director and Chief Information Officer of California Health and Human Services Agency's Office of Systems Integration (OSI). In 2015, the OSI crafted an agency-wide Information Strategic Plan focused on leveraging shared services, infrastructure, and data. That same year Mr. Kelly co-founded the Child Welfare Digital Services (CWDS) as a partnership between the Department of Social Services, OSI and California's counties. The CWDS has been described as a pilot and proof of concept bringing user-centered research and design, agile and iterative software development, and open-source software to a multi-government/vendor partnership. Mr. Kelly led the CWDS, growing it from a vision to a software product organization, until January 2017 when he began his current role. As Chief Deputy and CIO of the OSI, he manages a portfolio that includes technology implementation, operation, or oversight of the state's integrated eligibility, health benefits exchange, supplemental nutrition assistance, in-home supportive services, child welfare, and beneficiary identity verification. His mission is to transform government through accessible digital services using modern technology, designed with customers and developed in the open.
