Jennifer MacBlane, a senior advisor with Public Consulting Group (PCG), has over 20 years of experience in human services, government, and government consulting. She has been employed by PCG for 10 years and she specializes in child welfare and human services purchase of service management, including payment reform. Ms. MacBlane is assisting the state of Michigan to implement a performance based child welfare system, including the development of a performance based case rate. She has assisted numerous states, including Maine, Texas, and California to make their purchased service systems more effective by bringing state and community stakeholders together to reform services and payment models. Ms. MacBlane received her Masters of Public Administration from Arizona State University, and has served as an instructor of Public Budget and Finance at the University of Massachusetts Boston.
