Cathy Buhrig is the director for the Bureau of Policy in the Pennsylvania Department of Human Services, Office of Income Maintenance. The Bureau provides policy and program management guidance for Temporary Assistance for Needy Families (TANF), the Supplemental Nutrition Assistance Program (SNAP), Medicaid and the Low Income Home Energy Assistance Program (LIHEAP). Cathy has worked in various capacities within the Human Service sector. She started as a caseworker in a County Assistance Office, was a member of the Staff Development unit that trained new initiatives statewide, participated in numerous work groups developing new initiatives and was a policy program specialist with the Bureau of Employment and Training Programs where she was responsible for the oversight of employment and training policies and procedures, regulation packages, and policy clarifications for both the local County Assistance Offices and the general public. Prior to becoming bureau director, she was the director for the Division of Federal Programs and Program Management in the Bureau of Policy where she was primarily responsible for SNAP and LIHEAP. Cathy received her B.S. in Psychology from the University of Pittsburgh and her M.S. in Organizational Development and Leadership from Shippensburg University. She is currently enrolled in the Master of Public Administration program at Shippensburg and expects to graduate in May of 2017.
