The Future of Human Services: The Federal Policy View Wednesday, May 3rd, 2017 10:15 AM - 11:25 AM: General Session - Federal Programs With the media and pundits throwing around terms like block grants, entitlement and service delivery reform, outcomes and accountability, it is difficult to predict what will actually evolve at the federal level. Come hear from top-level congressional staff on key considerations in the 115th Congress and associated implications for community-based and health and human service agencies across the country. This will be a facilitated panel discussion in a "fireside chat" format with time for dialogue (Q&A) with the audience. - - - - - - - - - - Presenters: Doug Howard, Senior Vice President, Human Services MAXIMUS Doug Howard has over 31 years of experience in human services and workforce programs, including over 17 years of public sector experience and over 13 years of independent consulting and private sector experience. Currently, Doug is a Senior Vice President at MAXIMUS, a global company that works with governments at the national and local levels to effectively implement health and human services programs. Doug served as Director of the Michigan Family Independence Agency (state human services agency) from 1999 to 2002 with responsibility for a broad range of programs serving adults, children, and families and a budget in excess of $4 billion and a staff of over 13,000 employees. From 1993 to 1999, Doug served as the administrator for the Division of Economic Assistance, Iowa Department of Human Services. From 1985 to 1993, Doug served in a variety of roles in Iowa's child support enforcement program. Since 2006, Doug has chaired the Friend of the Court Bureau Advisory Committee, a child support advisory group to the State Court Administrative Office of the Michigan Supreme Court. Doug served as President of the Board of the American Public Human Services Association (APHSA) from 2001-2003, as Vice-Chair for the APHSA Executive Committee of the National Council of State Human Services Administrators from 2001-2002, and as chair of the National Association of State TANF Administrators from 1999-2002. Doug was actively involved in the federal debates on welfare reform in 1995-1996. Doug holds an M.B.A. from Drake University and a B.S. from Iowa State University and resides in Michigan. Anne DeCesaro, Staff Director, Human Resources Subcommittee U.S. House Committee on Ways and Means Anne DeCesaro returned to the Human Resources Subcommittee as its Staff Director in 2016 where she previously served as Professional Staff from 2011 to 2014, covering unemployment insurance, child support enforcement, and Supplemental Security Income. Prior she was the lead staffer on the House Agriculture Committee subcommittee on nutrition which oversees the nation's Supplemental Nutrition Assistance Program, formerly known as food stamps. Earlier in her career she spent a number of years at the Office of Management and Budget and the Social Security Administration, working on programs for low-income individuals. She received her bachelor's degree from Saint Mary's College and her master's degree from The John Hopkins University. Jennifer Tiller, Professional Saff U.S. House of Representatives, Committee on Agriculture Jennifer Tiller, a native of Syracuse, New York, joined the House Committee on Agriculture as Professional Staff in January 2017, with her immediate focus being on the Nutrition title. Prior, she was the Director of America Works of Washington, D.C., where her attention was devoted to program operations, public policy, and contract and grant acquisition. Tiller holds a Bachelor of Arts Degree in European History from the University at Albany, SUNY; a Master of Public Administration from Marist College; and a Master of Business Administration from Syracuse University. Christy Gleason, Senior Strategist at Office of Senator Chris Coons U.S. Senate Christy Gleason is senior strategist for Senator Chris Coons, working in the Senator's Washington, DC, and Wilmington, Delaware offices. She advises the Senator on a wide array of foreign and domestic policy issues, serves as liaison to the Senate Ethics Committee, and works to connect Delaware voices with the policy making process in Washington. Her policy portfolio has included foreign policy, global health, housing and community development, equality issues, and judiciary committee matters. Ms. Gleason came to the Senate in 2010 with a background in politics and government service. She managed Senator Coons' 2010 campaign, served in leadership positions in county and state government in Delaware and New Jersey, and managed political operations and campaigns in both states. Ms. Gleason left the Senate to manage Senator Coons' 2014 re-election campaign, returning to government service in January 2015. Ms. Gleason earned her B.A. in political science with a minor in foreign policy at American University, and her J.D. from St. John's University School of Law, where she served as managing editor of the St. John's Law Review. Ms. Gleason lives in Wilmington, Delaware, with her spouse, Dmitry Pilipis, and their toddler, Gideon.
